WASHINGTON—The historic spectacle of Kevin McCarthy losing six straight ballots for speaker this week has left the House’s newly elected members confused and in limbo—unable to be sworn in to office until the standoff ends, much less set rules for the chamber, legislate or conduct investigations and oversight. For now, House Clerk Cheryl Johnson is presiding over the floor in place of a speaker, as lawmakers tediously repeat the same alphabetical roll-call vote, unable to come to a resolution. The House adjourned Wednesday night with the top job still unfilled, pushing the uncertainty into Thursday.
